The Family Education Rights and Privacy Act (FERPA)
Louisiana Delta Community College recognizes that maintaining student information and academic records is vital to our student’s education and to institutional research. Enacted by Congress in 1974, The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. FERPA requires faculty, staff, and administrative officers at LDCC to treat education records in a legally specified manner, outlining procedures for providing student access to such records, procedures for maintaining the privacy of student records, and institutional penalties for violation of its stipulations.
The College is obligated to exercise discretion in recording and disseminating information about all students to ensure privacy is maintained. In accordance with FERPA, parents or eligible students have the right to inspect and review the student’s education records maintained by the school. However, LDCC assumes that all students are independent unless the parents document dependency. Parentsmay document dependency by showing that the student is listed as a dependent on the parents’ latest Federal Income Tax return.
FERPA allows schools to disclose a student’s education record, without consent, to the following parties or under the following conditions (34 CFR § 99.31):
- School officials with legitimate educational interest;
- Other schools to which a student is transferring;
- Specified officials for audit or evaluation purposes;
- Appropriate parties in connection with financial aid to a student;
- Organizations conducting certain studies for or on behalf of the school;
- Accrediting organizations;
- To comply with a judicial order or lawfully issued subpoena;
- Appropriate officials in case of health and safety emergencies; and
- State and local authorities, within a juvenile justice system, pursuant to specific State law.
The Act further provides that certain information designated as “Directory Information” may be released by the College about the student. Written permission from the student is not required for the release of Directory Information. Although FERPA does not require the release of Directory Information, an educational institution is allowed to designate certain types of information that may be released without seeking written permission from the student. LDCC designates the following items as Directory Information:
- Name/s
- Address(es)
- Date of birth
- Dates of attendance
- Degrees and dates received
- Current schedule of classes (released to LDCC, local, state, and federal law enforcement agencies only)
- Classification (e.g., freshman, sophomore)
- Program and major
- Full- and part-time status
- Level (i.e., undergraduate)
Students have the right to prohibit the release of all or part of any item(s) listed as Directory Information by submitting a FERPA Release & Confidentiality Request. This request to restrict the release of information becomes a part of the student’s record and remains in effect (even after graduation) until the student instructs the College, in writing, to remove the hold status on the record.
Students who wish to restrict their Directory Information must complete the FERPA Release & Confidentiality Request located on their Log on Louisiana (LoLA) dashboard under Academic Links. A confidential hold will be placed on their record which prevents any Directory Information from being pulled for any purpose. Additionally, the FERPA Release & Confidentiality page allows students to designate one or more individuals with whom they have chosen to share their information. A 4-digit shareable access code can be created by the student and is used when their designated person requests information. The access code can be updated by the student at any time.
LDCC staff can access FERPA Release & Confidentiality requests by accessing the Employee tab in LoLA and selecting FERPA Information. Students who have submitted confidential or release requests are listed in alphabetical order by last name and searchable by Banner ID or name.

Student Complaint Process
In compliance with the U.S. Department of Education, the Louisiana State Board of Regents and Louisiana Delta Community College are committed to a student complaint process that is fair, timely, and effective. This policy establishes a process by which (distance education or face-to-face) students can initiate complaints against a postsecondary institution offering programs in the state of Louisiana when all other forums at the institutional level have been exhausted.

Veteran Services
LDCC takes extra measures to communicate with our veterans, inform them of their benefits rights and privileges and assure them that they will always have the full support of the institution.
On April 27, 2012, President Obama signed Executive Order 13607: Establishing Principles of Excellence for Educational Institutions Serving Members, Veterans, Spouses, and Other Family. These principles were developed as institutional guidelines to assure financial and educational transparency to our service members, veterans, and families, as well as to ensure they have access to the information needed to make informed decisions concerning their well-earned Federal military and veterans’ educational benefits.
As a VA-approved institution, Louisiana Delta Community College proudly commits to the Principles of Excellence. We have and will continue to provide prospective and continuing military students and family members information regarding the cost and quality of education at Delta along with high-quality academic and student support services.
By participating in the POE, Louisiana Delta Community College is officially a “VA Friendly” school and will be listed as so on the GI Bill website.
Veteran Priority Registration
Veteran Priority Registration gives veterans and military service members an opportunity to register for coursework prior to the published registration date for the general student population. Veterans and military service members receiving education benefits are eligible for priority registration. Veterans and military service members who are not using their education benefits must provide proof of military service to receive priority registration. Accepted proof of service includes:
- DD214
- US Armed Forces Active Duty Orders
- Valid US Armed Forces DOD ID/Common Access Card
- Valid US Armed Forces Retiree ID card
Pending VA Payment
Background
Section 103 of Public Law (PL) 115-407, ‘Veterans Benefits and Transition Act of 2018,’ amends Title 38 US Code 3679 by adding a new subsection (e) that requires disapproval of courses of education, beginning August 1, 2019, at any educational institution that does not have a policy in place that will allow an individual to attend or participate in a course of education, pending VA payment, providing the individual submits a certificate of eligibility for entitlement to educational assistance under Chapter 31 or 33.
Pending Payment Compliance
In accordance with Title 38 US Code 3679(e), Louisiana Delta Community Colleges adopts the following additional provisions for any students using U.S. Department of Veterans Affairs (VA) Post-9/11 G.I. Bill® (Ch. 33) or Vocational Rehabilitation & Employment (Ch. 31) benefits, while payment to the institution is pending from VA. LDCC will not:
- Prevent the student’s enrollment;
- Assess a late penalty fee to the student;
- Require the student to secure alternative or additional funding;
- Deny the student access to any resources (access to classes, libraries, or other institutional facilities) available to other students who have satisfied their tuition and fee bills to the institution.
However, to qualify for this provision, such students may be required to:
- Produce the VA Certificate of Eligibility (COE) by the first day of class;
- Provide a written request to be certified;
- Provide additional information, if needed, to properly certify the enrollment as described in other institutional policies

Test Services
Louisiana Delta Community College offers testing services to students for placement and examinations for other professional agencies throughout the year. We offer the Accuplacer as the College’s placement survey. This assesses the student in the areas of math, reading, and writing. Faculty/advisors use the results to assist students in determining appropriate courses for their academic career. Other available examinations for the students and the community include ADA, ASE, GRE, LSLBC, TEAS, Praxis, NHA, HiSet, and Workkeys.

Accuplacer ACCUPLACER is a suite of untimed computerized placement tests that quickly, accurately, and efficiently assesses English, writing, and math skills. These scores are used to guide the student to take certain classes that will assist them in preparing for future academic requirements. Applicants may retest as often as they would like (except those applying for the Practical Nursing program) up to the end of the add/drop date of each semester.

The proctor fee of $25.00 is non-refundable and non-transferable. A receipt for the proctoring fee is required prior to obtaining directions for the exam.

College credit will be awarded to students who earn appropriate scores on the ACT/SAT in English and Math.
Credit will be awarded for English 101 to students who meet the following minimum criteria for ACT or SAT scores earned in a single test:

- An SAT Verbal score of 630 plus a combined SAT Verbal and SAT Math total score of 1130
Credit will be awarded for Math 110 to students who meet the following minimum criteria for ACT or SAT scores earned in a single test:

- An SAT Math score of 600 or higher
Credit is awarded only for official scores sent directly to LDCC from the testing company.
Practical Nursing TD Required Scores for PN Entry
Students may attempt the Accuplacer Next Gen/ACT a total of three times within three years to achieve these entry scores. Successive attempts must be separated by at least 5 days. After three attempts, the student MUST see the Adult Education department for remedial coursework. Upon completion of the coursework, the student may be allowed one additional attempt (total of 4 attempts) at achieving the necessary Accuplacer Next Gen/ACT scores. The Adult Education department may provide documentation of completion for the student to present at the testing center for the fourth attempt. Additional attempts must be approved by the PN Coordinator at the campus of desired enrollment, the Dean of Allied Health, or the Dean of Enrollment Services.

Library and Learning Resource Center
The mission of the Library and Learning Resource Center is to provide students, faculty and staff with the learning resources and services needed to support the mission of the College. Operational on all campuses, LDCC Library is staffed by two full-time Librarians, a Learning Resources Coordinator, and student workers, who are available during library hours, in-person, by phone (318-345-9140), or email (Library@ladelta.edu).
LDCC Library’s collection holds many core items for the curriculums offered by the college. To date, the collection has more than 400,000 print and electronic item records, which includes: books, serials, e-books, magazines, e-magazines, journals, e-journals, anatomy models, databases, audio-visual materials, and equipment, such as headphones and webcams.
The Library provides the following services to faculty, staff, and students: materials and equipment circulation, reference/research assistance, Library Orientation tours, information literacy instruction, tutoring services, and digital study guides and practice exams for test preparation, including, NCLEX-RN, ATI TEAS, ACCUPLACER, ASVAB, and others.
Each campus Learning Resource Center provides computer reference workstations and print/scan/copier stations, as well as digital access to all Library databases and electronic services, such as PrepSTEP. All LDCC Library databases and electronic services can be accessed off-site by entering the student’s LOLa number and six-digit date of birth (mmddyy).
Disruptive students or Library/LRC policy violators may be asked to leave the library. Behavioral and conduct issues shall follow the guidelines set forth in the LDCC Student Code of Conduct.

Tutoring Services
The Library offers in-person and online Tutoring Services for Math, Sciences, and Basic Computer Use. LDCC tutors are highly qualified instructors, who strive to provide an encouraging, small group learning environment, in which to build the student’s confidence and supply additional academic support needed to achieve the student’s academic goals. Students are encouraged to make an appointment with a tutor using the Library webpage.

Children’s Center
The Louisiana Delta Children’s Center, a Type III early childhood laboratory (childcare center), is located on the Monroe campus. The Center provides enrolled children an opportunity to engage in high quality early experiences that will enhance life-long learning. The Lead Teacher has a degree in Early Childhood Development and oversees daily activities that follow the Early Learning Guidelines of Louisiana.
Enrollment is open to 3 and 4 year olds. Applications can be picked up at the front desk of the Monroe campus or by coming by the Center, located in Room 104 on the Monroe campus.
Campus Bookstore
Students have a variety of options in purchasing textbooks. Students may use our campus bookstore, LDCC Bookstore, to supply needs for LDCC students. Students who choose to use the LA Delta Bookstore may pay for books with cash, checks, VISA, MasterCard, American Express, or Discover cards.
Book Refunds
Copies of the book refund processes and buyback procedures are available at the respective bookstores.
Book Store Credit
Students eligible for financial aid and who have credit balances after tuition and fees are applied to his/her account may receive a bookstore credit at LDCC’s Bookstore beginning the first day of class. Students may also order books online at www.ladelta.bncollege.com/. Students must complete a Title IV Authorization form to receive the credit. Students needing to complete a Title IV Authorization form may do so by logging into LoLA, under the Financial Aid tab, and viewing any Unsatisfied Requirements. Forms are also available on Delta’s website under Financial Aid Forms. Check with the Office of Financial Aid for additional information.

Career Services
LDCC Office of Career Services is committed to providing free career counseling services and offers a holistic approach to serving students through collaboration with Campus Directors, Student Success Navigators, and support services offices in planning and administering services to students. Career Services resources assist students in exploring and defining their career options. Career Coach, a website for career development, is available for students to complete career assessments and identify career goals.
Handshake is a Career Services Platform that students, alumni, and employers can utilize when they sign up for the service. Once registered, students receive valuable career centered advice, career podcasts, access to building a career portfolio and resume, and access to employer placement by applying for open job postings online. Employers have access to student resumes and the ability to post their organization’s employment positions on the Handshake site. This may further give students chances of securing employment. In addition, students and alumni can find help with the job search process through workshops, job placement support, LDCC Career Services webpage, and employer engagement activities. Students on all campuses have consistent access to the Office of Career Services processes through direct and online support.
Counseling and Disability Services
Counseling Services
Personal counseling services are offered to LDCC students to realize, develop, and fulfill their personal potential which will allow for maximum benefit of their college experience. Confidential and individual counseling appointments are available for students to help manage the challenges of college life, including balancing personal and academic responsibilities. Students may present for counseling to address concerns such as, but not limited to, depression, anxiety, alcohol and drug use, stress, self-esteem, eating and body image, grief and loss, issues about sexuality, and relationship issues. The goal of counseling services at LDCC is to promote the overall educational programs by helping students strengthen communication skills, establish goals, and adjust to their academic and social environment. Students are asked to make an appointment by calling 318-345-9152 or sending an email to counseling@ladelta.edu to schedule an in-person counseling session or a virtual counseling session.
Classroom visits, workshops, and seminars are offered annually including topics such as stress management, sexual assault awareness, alcohol and substance abuse prevention, breast cancer awareness, and healthy relationships.
Disability Services
Louisiana Delta Community College (LDCC) strives to serve students with disabilities through compliance with Sections 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990 (ADA) and the ADA Amendments Act of 2008. These laws mandate that postsecondary institutions provide equal access to programs and services for students with disabilities without creating changes to the essential elements of the curriculum. While students with disabilities are expected to meet our institution’s academic standards, they are given the opportunity to fulfill learner outcomes in alternative ways. Examples of accommodations may include, but are not limited to, testing accommodations (i.e., tests read aloud, extended time), sign-language interpreters, relocation of inaccessible classrooms, permission to record lectures and notetaking assistance.
LDCC students requesting reasonable accommodations must self-identify with the Office of Student Counseling and Disability Services, a department located within the Department of Student Success Services. Students can call 318-345-9152 or send an email to counseling@ladelta.edu to schedule an appointment or for additional information. LDCC provides reasonable accommodations and services to ensure access to qualified students with disabilities who self-identify for services. The requested academic adjustments and auxiliary aids must relate directly to the disability and the relationship must be documented in the student’s medical or psychological reports.
Students must complete the LDCC Application for Disability Services and provide documentation of the disability to initiate disability services. Each student’s request is reviewed on a case-by-case basis to ensure that individual needs are met. Also, students requesting accommodations must complete the LDCC Semester Accommodation Request Form to renew academic adjustments and auxiliary aids each semester. Campus Directors or their designated representative at each of the community campuses will notify the Director of Disability Services, who will travel to the campus to meet with the student seeking assistance through Disability Services. Faculty and staff are also welcome to make referrals for students.
