 Library and Learning Resource Center  

The mission of the Library and Learning Resource Center is to provide students, faculty and staff with the learning resources and services needed to support the mission of the College. Completely operational on all campuses, LDCC Library is staffed by two full-time Librarians and student workers, who are available during library hours, in-person, by phone (318-345-9027), or email (Library@ladelta.edu).

LDCC Library’s collection holds many core items for the curriculums offered by the college. To date, the collection has more than 347,200 print and electronic item records, which includes: books, serials, e-books, magazines, e-magazines, journals, e-journals, anatomy models, databases, audio-visual materials, and equipment, such as headphones and webcams.

The Library provides the following services to faculty, staff, and students:  materials and equipment circulation, reference/research assistance, Library Orientation tours, information literacy instruction, tutoring services, and digital study guides and practice exams for test preparation, including, NCLEX-RN, ATI TEAS, ACCUPLACER, ASVAB, and others.

Each campus library provides computer reference workstations and print/scan/copier stations, as well as digital access to all Library databases and electronic services, such as Learning Express. All LDCC Library databases and electronic services can be accessed off-site by entering the student’s LOLa number and six-digit date of birth (mmddyy).

 

Library code of Conduct

The Library is a place for reading and study. Students are asked to adhere to the following Library expectations:

  • All electronic devices should be placed on silent.
  • School-related work takes priority over socializing and entertaining in all areas of the Library, including the computer lab.
  • Printing should be for school related items only and should not be abused.

Students should conduct themselves in a manner which is conducive to quiet study. Violators may be instructed to leave the Library. For more serious or repeated infractions, a student may be required to surrender his/her College Identification Card.

Tutoring Services

The Library offers in-person and online Tutoring Services for English, Math, and Biological Sciences. LDCC tutors are highly qualified instructors, who strive to provide an encouraging, small group learning environment, in which to build the student’s confidence and supply additional academic support needed to achieve the student’s academic goals.


Tutors, locations, and times are located on the Library webpage. Afterhours tutoring is available at Homework Louisiana.  If you have questions concerning tutoring, please contact the Library (318-345-9027).

 

Campus Safety  

Campus Alerts. LDCC uses BlackBoard Connect, an emergency notification system that alerts students through voice mail, email or text messaging in the event of a campus emergency. Students, faculty and staff are strongly encouraged to register for this service at the time of registration or on the www.LaDelta.edu website.

 

Parking Regulations  

All enrolled students will receive one parking permit. The student will be required to complete a vehicle registration form in order to receive a parking decal. Parking decals should be placed or affixed on the driver’s side rear window. If there are questions or problems concerning the parking permit, please contact Campus Police at 345-9105.

 

Parking Procedures for Students with Special Needs  

Students with special needs are provided parking accommodations on the campus. The student must provide documentation of the special need to the Office of Student Services or Campus Police. Campus Police will assign a Special Needs Parking decal if the subject doesn’t have a disabled placard and has purchased a campus parking decal as described previously. 

 

The Children’s Center  

The Louisiana Delta Children’s Center, a Type III early childhood laboratory (childcare center), is located on the Monroe campus. The Center provides enrolled children an opportunity to engage in high quality early experiences that will enhance life-long learning. The Lead Teacher has a degree in Early Childhood Development and oversees daily activities that follow the Early Learning Guidelines of Louisiana.  

Enrollment is open to 3 and 4 year olds. Applications can be picked up at the front desk of the Monroe campus or by coming by the Center, located in Room 104 on the Monroe campus.

 

Campus Bookstore  

Students have a variety of options in purchasing textbooks. Students may use our campus bookstore, LDCC Bookstore, to supply needs for LDCC students. Students who choose to use the LA Delta Bookstore may pay for books with cash, checks, VISA, MasterCard, American Express, or Discover cards.

Book Refunds

Copies of the book refund processes and buyback procedures are available at the respective bookstores.

Book Store Credit

Students eligible for financial aid and who have credit balances after tuition and fees are applied to his/her account may receive a bookstore credit at LDCC’s Bookstore beginning the first day of class. Students may also order books online at www.ladelta.bncollege.com/. Students must complete a Title IV Authorization form to receive the credit. Students needing to complete a Title IV Authorization form may do so by logging into LoLA, under the Financial Aid tab, and viewing any Unsatisfied Requirements. Forms are also available on Delta’s website under Financial Aid Forms. Check with the Office of Financial Aid for additional information.

Foundation and Advisory Committee  

LDCC Foundation Scholarships are funds that do not have to be repaid. Scholarships are usually based on academic merit but can be based on a student’s interests, hobbies, religion, ethnicity, and/or financial need. The following scholarships will be awarded in the spring and/or summer for the upcoming fall academic year.  Awarded amounts will be equally divided between fall and spring semesters, unless otherwise noted. Applications and more specific eligibility criteria are available on LDCC’s website at http://www.ladelta.edu/foundation.

 

Guidelines for applying for foundation scholarships:

The Foundation may award scholarships annually based on the following merits:

  • All applicants must possess minimum 2.000 GPA on high school or college work (unless noted).
  • Student is or will be enrolled in 12 credit hours (full-time) or minimum 6 credit hours (part time) at LDCC.
  • Certain scholarships listed below may have additional criteria.

 

Procedures for applying for Foundation Scholarships:

  • Applicant must submit all required information and documents by July 15 for Fall semester.
  • Scholarship committee reviews applications.
  • Foundation will notify applicants/recipients via mail, email or telephone.
  • Foundation will notify Financial Aid Office and the respective departments of recipients.

Bankers Scholarship

Homeland, Caldwell and Citizens banks created a scholarship opportunity for students that attend campuses in our rural communities, who receive financial aid (Pell), but their aid falls short of covering their expenses (i.e. textbooks, tuition and fees and for other required class materials and equipment). Each applicant must have and maintain a GPA of 2.5 or higher. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation and 2 references.

 

Black Male Initiative Scholarship

Applicants must be a B2MP member that is actively participating in the program, earned at least 15 hours and be enrolled in a minimum of 6 hours per semester. Each applicant must have and maintain a GPA of 2.0 or higher. Applicants must submit an LDCC application, 2-page, double-spaced essay (topic will be selected by LDCC faculty mentors) and 2 references.

 

CenturyLink Business Technology Scholarship

Applicants must be a Business Technology major pursuing an Associate Degree. Applicants must submit an LDCC application, 2-page essay 2-page essay describing their goals and commitment to a career after graduation and 2 references.

 

Glenn B. Roscoe Scholarship

Applicants can be in any major pursuing an Associate Degree. A scholarship is available to graduates of high schools within the Louisiana Delta Community College’s service area. Applicants must be an outstanding golfer and be enrolled in a minimum of 12 hours or complete 24 hours for the year. Entering freshmen and continuing college students must have a minimum 2.5 cumulative GPA or higher. A maximum of two years allowed for use of the scholarship. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation and 2 references.

 

Goldman Equipment Tuition Assistance Partnership

This tuition assistance opportunity is for students enrolled in the Diesel Powered Equipment Technology program at LDCC and pursuing a career in Diesel Mechanics. Students must agree to attend classes daily, maintain a minimum 2.0 GPA in the program, and be employed by Goldman Equipment (John Deere dealer) as a part time employee. Other requirements include the following: submit a Goldman Equipment employee application, in person-interview, signed contract agreeing to company terms. Applicants must also submit an LDCC application, 2-page essay on “Why a Career in Diesel Mechanics”, and two references.

 

Graphic Packaging International Scholarship

Applicant must be enrolled in Process Technology, Industrial Instrumentation or Industrial Maintenance Technology curriculum. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation and 2 references.

 

Horace M. Downs Education Scholarship

Applicants must be registered in any major and remain full-time students at LDCC for the semester he/she received this scholarship. The scholarship recipient must maintain at least a minimum 2.0 GPA. The scholarship awards $800 for the academic year with a distribution of $400 per semester. Students that do not have other scholarships will be given preferential selection. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation and 2 references.

 

Poulos Brothers Scholarship

Applicants must be a resident of Caldwell, Franklin, Richland or Tensas parishes. The scholarship recipient must maintain at least a minimum 2.5 GPA. Preference will be given to a student who plans to attend the Winnsboro campus. The scholarship awards $1000 for the academic year with a distribution of $500 per semester. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation and 2 references.

 

Tom Scott, Jr. Scholarship

Applicants must be full-time students, with a minimum cumulative 2.5 GPA. This scholarship will be awarded annually with disbursement in the fall and spring and pays one-half of the tuition, fees and for necessary textbooks and any other required class materials and equipment. Recipients making satisfactory progress toward a degree may be considered to extend scholarship after the first year. Applicants must show financial need. Pell Grant recipients are not eligible for this scholarship. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation and 2 references. The recipients of this scholarship will agree to periodically update the donors on their academic progress before graduation and their career progress after graduation.

 

Staci R. Aucoin Memorial Scholarship

Applicants can be in any major pursuing an Associate Degree. The scholarship is available to female graduates of West Monroe High School with a 3.0 cumulative GPA or higher. Must have participated in one of the following sports during senior year: basketball, 400-meter individual or member of 4 x 400-meter relay team.

 

***If there is not an applicant that meets the criteria above, the criteria can be changed to allow applicants that are female graduates from West Monroe High School and a Nursing Major. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation and 2 references.

 

Union Pacific Scholarship

This is a one-time award of $500 to be awarded for students starting in Fall 2021. Applicants must be incoming students majoring in Industrial Instrumentation Technology at LDCC. The priority on Project COMPLETE high schools, but open to other students, too. Each applicant must have an overall 3.0 GPA, 21 ACT (English ACT 18 and Math ACT 19). Applicants must submit an LDCC application, 3-page, double-spaced essay, topic “Describe your future career plans” and 2 references.

 

Curt Eysink Memorial Endowed Scholarship

Applicant must be enrolled at LDCC and a Louisiana resident, a full-time student in Process Technology, Industrial Instrumentation, Practical Nursing, Associate Degree Nursing, Paramedic or LA Transfer Degree in Computer Science.  Each applicant must have and maintain a GPA of 2.5 or higher. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation, 2 references and present a financial need.

 

Rebel Lunch Bunch Endowed Scholarship
Applicants must be a West Monroe High School graduating senior in good standing and receiving a Jump Start Diploma. The recipient must be a full-time student and provide a letter of recommendation from a Jump Start Instructor. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation and 2 references.

 

E. Edwards Barham Endowed Scholarship

Applicants must be enrolled at LDCC and a Louisiana resident in any program of study. The scholarship can only been used to fund cost of tuition, fees and/or training. After graduation, students must be willing to represent LDCC with an interview/speaking engagement after graduation or certificate completion. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation and 2 references.

 

Give Where We Live in Practical Nursing Endowed Scholarship

Applicant must be enrolled at LDCC and a Louisiana resident, a full-time student in Practical Nursing. Entering freshman applicant must have at least a GPA of 2.5 or higher. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation, 2 references and present a financial need.

 

Graphic Packaging International Endowed Scholarship in Process Technology

Applicant must be enrolled at LDCC and a Louisiana resident, a full-time student pursuing Process Technology. Entering freshman applicant must have at least a GPA of 2.5 or higher and maintain a 2.5 GPA or higher, with a minimum of 12 credit hours per semester. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation, 2 references and present a financial need.

 

LDCC Allied Health in Registered Nursing Endowed Scholarship

Applicant must be enrolled at LDCC and a Louisiana resident, a full-time student and declare a major in the Associate of Nursing (ASN) program.. Entering freshman applicant must have at least a GPA of 2.5 or higher and maintain a 2.5 GPA or higher. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation, 2 references and present a financial need.

 

Foundation Book Scholarship

This scholarship is awarded to recipients to assist in the cost of textbooks. The applicant must be currently enrolled at LDCC in good academic standing pursuing a degree. Applicants must submit an LDCC application (no essay or letters of reference required).

 

Jobs for America’s Graduates – Louisiana

As a JAG-LA graduate, you are eligible for a $500 one-time scholarship. The scholarship will be valid for the fall semester following high school graduation only. Contact your JAG Advisor for details.

 

Louisiana FFA Association

As a Louisiana FFA graduate, you are eligible for a $500 one-time scholarship. Louisiana FFA LDE and CDE Champions are eligible for an additional $1000.00 scholarship. The scholarship will be valid for the fall semester following high school graduation only. Contact your Chapter Advisor for details.

 

The Gene Haas Scholarship

The Gene Haas Foundation scholarship is to be awarded to students who are currently enrolled or will be enrolling in a CNC Technologist training program. Entering freshman applicant must have at least a GPA of 2.5 or higher and maintain a 2.5 GPA or higher. Applicants must submit an LDCC application, 2-page essay describing their goals and commitment to a career after graduation, 2 references and present a financial need.

 

The Little Bundle Supermom Scholarship

The Little Bundle Supermom Scholarship will be awarded to one college winner and one high school winner every 6 months. To be eligible for this scholarship, you must meet the requirements. To be eligible, applicants must be a graduating high school senior in your final semester who has been accepted to LDCC or must be currently enrolled at LDCC. Applicants must be a US citizen or permanent legal resident and be a single mother, child of a single mother, or closely impacted by a single mother. All fields of study and GPAs will be considered.

Veteran Services  

LDCC takes extra measures to communicate with our veterans, inform them of their benefits rights and privileges and assure them that they will always have the full support of the institution.

On April 27, 2012, President Obama signed Executive Order 13607: Establishing Principles of Excellence for Educational Institutions Serving Members, Veterans, Spouses, and Other Family. These principles were developed as institution guidelines to assure financial and educational transparency to our service members, veterans and families, as well to ensure they have access to the information needed to make informed decisions concerning their well-earned Federal military and veterans’ educational benefits.

As a VA approved institution, Louisiana Delta Community College proudly commits to the Principles of Excellence. We have and will continue to provide prospective and continuing military students and family-members information regarding cost and quality of education at Delta along with high quality academic and student support services.

Veteran Priority Registration

Veteran Priority Registration gives veterans and military service members an opportunity to register for coursework prior to the published registration date for the general student population. Veterans and military service members receiving education benefits are eligible for priority registration. Veterans and military service members who are not using their education benefits must provide proof of military service to receive priority registration. Accepted proof of service include:

 

  • DD214
  • US Armed Forces Active Duty Orders
  • Valid US Armed Forces DOD ID/Common Access Card
  • Valid US Armed Forces Retiree ID card

 

 

Pending VA Payment

Background

Section 103 of Public Law (PL) 115-407, ‘Veterans Benefits and Transition Act of 2018,’ amends Title 38 US Code 3679 by adding a new subsection (e) that requires disapproval of courses of education, beginning August 1, 2019, at any educational institution that does not have a policy in place that will allow an individual to attend or participate in a course of education, pending VA payment, providing the individual submits a certificate of eligibility for entitlement to educational assistance under Chapter 31 or 33.

 

Pending Payment Compliance

In accordance with Title 38 US Code 3679(e), Louisiana Delta Community Colleges adopts the following additional provisions for any students using U.S. Department of Veterans Affairs (VA) Post-9/11 G.I. Bill® (Ch. 33) or Vocational Rehabilitation & Employment (Ch. 31) benefits, while payment to the institution is pending from VA.  LDCC will not:

  • Prevent the student’s enrollment;
  • Assess a late penalty fee to the student;
  • Require the student to secure alternative or additional funding;
  • Deny the student access to any resources (access to classes, libraries, or other institutional facilities) available to other students who have satisfied their tuition and fee bills to the institution.

However, to qualify for this provision, such students may be required to:

  • Produce the VA Certificate of Eligibility (COE) by the first day of class;
  • Provide a written request to be certified;
  • Provide additional information, if needed, to properly certify the enrollment as described in other institutional policies

Student Billing and Refunds  

Adjustment of Tuition

 

Procedure Statement:

LDCC provides refunds to students who are enrolled at LDCC and who are resigning from all classes or dropping a course during the official drop period defined each academic semester.

Adding a Class:

Tuition and related fees for classes added to a student’s schedule are due at the time the “Add” is processed.

Bank Mobile Debit Cards

Students with credit balances will receive their refund electronically through BankMobile.  You may choose to receive a Bank Mobile debit card, or have the funds electronically transferred into your personal checking account.  Refunds are processed approximately 14 days after the funds are posted to the student fee bill.

 

Student Debt / Drop for Non-Payment Information

  • The Deferred Payment Plan for Louisiana Delta Community College is administered by CashNet.  There is a $30 administrative fee charged by CashNet for each deferred payment plan agreement.
  • All full payments are processed immediately. All down payments are processed immediately upon completion of the CashNet deferred payment plan agreement.
  • Students may make full payments through CashNet.
  • When an agreement with CashNet is terminated due to a closed or frozen account, the tuition and fees for the semester will become immediately due to LDCC. A financial hold will be placed on the student’s account which will prevent transcript and all future services to be withheld until amount is paid in full.

 

Returned Checks

The charge for each returned check is $25.00. When a check is returned, the student will forfeit all check writing privileges with LDCC in the future. Putting a stop payment on a check will not constitute an official resignation from the College.

 

Credit / Debit Cards

Students may pay for tuition or other charges with a debit or credit card online or in person.  If paying in person, the cardholder must have a valid ID available.  If a credit card charge is disputed by the cardholder, the Student Billing office will advise the Enrollment Services department that all future services will be withheld for this student until such time the disputed charges has been resolved.

 

Test Services  

Louisiana Delta Community College offers testing services to students for placement and examinations for other professional agencies throughout the year.  We offer the Accuplacer as the College’s placement survey. This assesses the student in the areas of math, reading, and writing.  Faculty/advisors use the results to assist students in determining appropriate courses for their academic career.  Other available examinations for the students and the community include ADA, ASE, GRE, LSLBC, TEAS, Praxis, NHA, HiSet, and Workkeys.

Accuplacer

ACCUPLACER is a suite of untimed computerized placement tests that quickly, accurately, and efficiently assesses English, writing, and math skills. These scores are used to guide the student to take certain classes that will assist them in preparing for future academic requirements. Applicants may retest as often as they would like (except those applying for the Practical Nursing program) up to the end of the add/drop date of each semester.

TRIOS Veterans Upward Bound Program  

The Veterans Upward Bound (VUB) Program is designed to motivate and assist military veterans in the development of academic and other requisite skills necessary for acceptance and success in a program of postsecondary education. The program targets first-generation and/or low-income military veterans who demonstrate a need for academic support. This free educational program offers intensive basic skills development in academic subjects required for successful completion of a high school equivalency program and/or admission to postsecondary education programs; short-term remedial or refresher courses in preparation for a college curriculum; and assistance with securing local support from other veteran servicing agencies.

Minimum Eligibility Requirements:

  • A veteran who served on active duty in the U.S. Armed Forces for more than 180 days and was discharged or released under conditions other than dishonorable;
  • A veteran who was discharged because of a service connected disability;
  • A member of a reserve component of the Armed Forces of the U.S. who was called to active duty for a period of more than 30 days;
  • A member of a reserve component of the Armed Forces of the U.S. who served on active duty in support of a contingency operation on or after September 11, 2001.

Employee and Applicant Grievance Procedure Policy  
Delta Community College adheres to the LCTCS policy on Grievance – For All Employess (policy # 6.015):
  1. Guidelines

It is the policy of the Louisiana Community and Technical College System to develop and maintain a satisfied and efficient work force. An employee who is seeking a solution concerning disagreements arising from working relationships, working conditions, employment practices, or differences in interpretation of policy is encouraged to discuss the matter with the immediate supervisor before filing a grievance. Most concerns can be resolved informally without the need for a formal grievance. Performance evaluations are not grievable under this formal grievance policy. LCTCS believes that employee grievances should be resolved at the lowest possible administrative level and an employee must exhaust all administrative procedures at the institution level before an appeal can be made to the President. Only those grievances that are related to the President or that the President cannot resolve shall be sent to the Board.

When an employee feels he/she has been treated unjustly, the employee has the right to utilize the grievance policy without fear of retaliation, discrimination, or reprisal because of the action. The decision to utilize the grievance policy shall be the employee’s decision. It is understood that a grievance will be kept confidential except to the extent necessary to investigate and resolve the grievance.

When an employee feels that a condition of employment or application of a policy is unjust or inequitable, he/she is encouraged to first seek assistance from his/her immediate supervisor, who should attempt to solve the problem The supervisor is responsible for handling the complaint and striving to arrive at a prompt, equitable solution.

Occasionally, an employee’s complaint involves his/her supervisor, or the employee does not feel the matter has been resolved by the supervisor. In such an instance, the employee Page 2 of 3 should feel free to file a formal grievance. The employee may appeal a complaint through to the college Chancellor. In the event that the complaint is appealed beyond the Chancellor level, the LCTCS President will respond to the appeal through a procedure established by the system President.

When an employee feels he/she is being discriminated against because of race, color, sex, ethnic origin, religion, age, veteran status, or disability and is not able to discuss this issue with his/her supervisor, the employee should refer to the LCTCS policy on harassment.

Only those grievances that are not eligible for appeal to the Director of Civil Service or the Civil Service Commission shall be processed through the LCTCS grievance policy.

Under certain circumstances, Civil Service classified employees should use the Civil Service procedure for appeals and hearings rather than the LCTCS system grievance policy. Examples of the types of actions over which the Civil Service Commission assumes responsibility are disciplinary actions which impact pay, such as:

  • Removal of a permanent employee for cause
  • Suspension with or without pay as a disciplinary action
  • Reduction in pay
  • Prohibited political activity
  • Classification and Pay 

 

   2. Grievance Procedure

To file a grievance, employees should use the following procedures:

  • The employee is encouraged to work out issues of concern with his or her immediate supervisor on an informal basis. However, this is not required before filing a grievance.
  • The employee should file a written grievance as soon as possible after the action giving rise to the grievance and normally within fifteen (15) working days.
  • The grievance should be directed to employer’s supervisor, unless the grievance involves that supervisor, in which case the grievance should be directed to the next in line of management.
  • The supervisor or, if applicable, the next in line of management , normally has fifteen (15) working days to respond to the grievance in writing.
  • Should an employee be unsatisfied with a response from their supervisor, he or she may direct a written grievance to the Executive Director of Human Resources within ten (10) working days of receiving their supervisor’s response. The Executive Director will act upon the complaint, in writing, normally within ten (10) days.
  • The Executive Director will arrange an investigation with the parties involved. The Executive Director will then respond in writing to the aggrieved employee normally within fifteen (15) working days once the investigation is complete.
  • The employee may appeal a complaint through to the college Chancellor within 10 working days of receiving the response.
  • In the event that the complaint is appealed beyond the Chancellor level, the LCTCS President will respond to the appeal through a procedure established by the system President. 

Time periods provided in this policy for presenting or responding to grievances may be extended when necessary and appropriate.
